Every year we have to do this Safe Training at world to prevent abuse, harassment and this like that.

There may already be federal laws on the books but some states have put in additional measures or penalties. It's not necessarily true that the existence of differences at the state level means an absence of federal laws or guidelines.

there should be almost no such thing as a federal law. anything that needs to apply to all the states should be done via a constitutional amendment.
