I love the way the townspeople do all these grand gestures and virtue signaling, but don't bother actually trying to get him out (although Prof Frink suggests cryogenically freezing the boy "so future generations might save him")

It was a deft mockery of "thoughts and prayers" before that phrase was really even a thing
Although the song "We're Sending Our Love Down The Well" is a parody of USA For Africa's "We Are The World", a mawkish piece of tripe that did nothing to actually help Africans

It was definitely a good episode in that regard. As well as the ending, with Willy just hammering in a sign that says warning. Typical suburban response back then lol.

I don't know why but the part that really resonates with me is when Bart is all sad in the well and Homer and Marge are distraught listening to their son who's stuck in the well and Homer goes "that's all I can stands I can't stands no more" and rushes to dig his way into the well to rescue his son while Marge wordlessly helps.

That scene just gets to me.

Probably because it's one of the very few times the characters as family care about each other, you won't find that in any post 2000 episodes but yeah, it's kinda depressing watching old Simpsons and realizing the shit they were making fun of is the world today and the world has barely changed only difference now instead of radio stations it's internet the virtue signaling is still the same even people who call it out don't care outside of showing how smart they are for recognizing it

The music and the mood. Also when Willy joins in and is all dramatic, its just downright good. For real, this episode said so much more than many of the oldest ones.
