They are half-rhymes, though. You still have the -tee phonetic at the end of both naughty and hottie, but because they are pronounced differently (due to emphasis on certain parts of the word, nau- and -tie respectively), they dont sound like a complete rhyme.

Hawk and rock dont though.

Yea in terms of syllables English gets pretty stupid. Could argue forever on the pronunciation of certain things just because a slight emphasis changes it completely.
