I always thought Michael Jackson slowly evolve the style on his Bad Album. Then it became into full bloom on his Jam album. Black, and White was that definitive, "Here's the 90's!" for me.

Boy bands took over and hip hop got fancy about wanting a bunch of luxury crap. Late 90s MJ was declining. Blood on the Dance Floor I don't think did that well. History was probably his last best 90s album.

It's hard to explain fully, but once you hear it, you know it. It hits you in the feels. Constant cravings, Black and White, Blackhole Sun, G-Thang, etc.

Can't really speak for pop music, but Nirvana and grunge or Seattle Sound changed virtually all rock and mainstream metal from that point forward.

ToddInTheShadows once stated 90s music tended to be more experimental, light-hearted, and silly. Even depressing, cynical music was either done to be ironic (ie this is what I feel like, but I know this is temporary and self-pitying, so I'll just be self-deprecating) or had a glimmer of hope in them (ie we're in this together, this is personal growth, it will get better).

I sort of have to agree with him on that.
