He believes FEMA will never pay NY back because he believes Trump's order is not legal. The second excuse is that it would take too much leg-work to figure this out. Third excuse is that it will take too many changes to their system to disperse the extra money. Trump's EO is supposed to provide $400 extra a week. $100 from the state and $300 from the Feds. At first, the $100 was supposed to be extra on top of the current UI, but they conceded and now if you're paying at least $100 already, then the extra $300 is basically free money for NY. Newsom went ahead and applied to give California residents the money. 11 states have already approved the $300/$400. Nothing for NY though.
