Seems like there is a subscription the the game library, but how do you get the controller or the system? I kind of assume it's just the controller you get and you play on your tablet?

There's no system. The "System" is Google Chrome, a Chromecast Ultra, or the Stadia App which is a free download.
You have to buy the Stadia controller to play on a Chromecast AFAIK (may have changed but not sure). For PC or phone/tablet apps, you can use a USB or BT controller of most varieties like Xbox 1. There's no way to "gift" Stadia at this point. Buy your friend the controller or give them a Google play gift card and that can be used to buy a Stadia subscription or Stadia games. The subscription isn't needed, it's like games with gold or PS+ if you have it. Otherwise you pay Al a carte for everything. Stadia is a game streaming service, there is no system. You can buy the controller directly from them on the website iirc. The subscription is like a gamepass situation with some "free" monthlies; or you can just outright buy the game to "own" to stream but that is a very, very counter intuitive thing.
That said, Stadia is not great. The input delay is pretty wild and it chews bandwidth if you have a lower speed plan or data cap for the month. BG3 is also not going to be out at the end of the month. It got delayed until September 30th (October 1st effectively,) and will likely be pushed back once again according to dev rumblings. --- Since only from below can one better see the heights. https://imgur.com/OhZgm ...
