Whatever issues exist seem mostly to be particular corrupt ecosystems that range from particular stations to the entire local government of some areas. Likely advocating for more independent investigations and thorough deep dives into the workings of problem areas would likely solve a lot of issues. It's not an across the board issue with all cops.
