Because the two-party system means that neither side has to try.

Republicans just have to keep their voters uneducated and misinformed so they can manipulate them into believing that everything that Democrats stand for threatens their way of life.

Meanwhile, Democrats have to do just the bare minimum required to look better than the Republicans. They know that, given only two options, people will choose Democrat lack of progress versus Republicans' active regression.

And while this is happening, the American people don't demand better from their politicians because they're content with their side being marginally better than the other one.

3rd parties don't get any support from the government, and this creates the self-fulfilling prophecy amongst voters that a 3rd party vote is essentially just throwing your vote away, therefore, your priority should be voting against the other guy, rather than voting for the candidate you like the best.
