Seems so arbitrary why we can eat cow but not dogs in western culture, but in Indian culture it's the exact opposite.

it's just a preference. I wouldn't eat Lobster (fucking sea cockroach) but most people love it. I like venison, but I know a lot of people that think eating deer is messed up. it's all weird and depends on how you were raised.

Depending on how religious you are, the bible defines whats clean vs unclean meats to eat.

It's mostly just local sensibilities being imposed on other cultures. As long as the raising and slaughter is humane (and it's not the poaching of an endangered species), nobody should really give a fuck just because someone is eating a "cute" animal.
