It wasn't even a break. He straight up "retired" because his childhood friend he had a crush on passed away. Also, his body was pretty banged up and having made himself an actual villain in the eyes of everyone (what with taking responsibility for the MURDER of Dent) would have made it easy harder to do the job. Nolan's vision of Batman is slightly more realistic than many other interpretations. Once Gordon was commissioner he also trusted the police to be working way better too.
