On the freeway, the cop car was driving in a squiggly line-type deal. Going through all the lanes so no cars could pass. Then it got off on the next exit.

I've seen them break traffic before,maybe there was a chase ahead and the pursuit left the freeway.

From what I'm reading on uses of these lights the ones on police cars have amber ones on the back side and they can be turned on and off for signaling drivers behind them.
