If its high, then every small business with storefront is paying an unbelievable amount of money for rent, so one month of being shut down was enough to close some businesses. These kinds of consequences for moving around destroy faith in the system, plenty of folks are tired of this crap virus that kills less than 1% of people it infects and half the folks who get it don't even get any symptoms. This has been enormously blown out of proportion by the left, and then the left had massive protests right before reopening too, so they sabotaged themselves, it's blatant venom towards trump because he's raw about things and these guys cannot handle a strong figure in office.
