By that I mean halving the tests won't halve the positive results. I'd imagine people who have been exposed to the virus are more likely to get tested anyway, so you'd probably end up with a higher positivity rate.

The EU tested just as much or more per 1 million people. Obviously US has a much higher total number because the US has a lot more people

You are ignoring the fact that the percentage of tests for the US coming back positive it still much higher. Look at "The share of COVID-19 tests that are positive, Jul 13, 2020" image, that's focusing not on the amount of positives about the rate of positives. The US is in the pinkish red while most of Europe is in blue, some even in the dark blue. Positive rates aren't going to change that much regardless of tests done, you can say the overall number of positives is high because we have more testing done, but we also have a much higher positive rate which shows this isn't just because of testing.

There seems to be some conflict between your source and TMs (or I'm not reading the graphs properly, which could entirely be possible). For the sake of argument, let's say you are right - Europe isn't testing as many per million as the US is. Why do you wish they were testing more?
