Literally can trace it as far back as the 70s, probably further if you wanted. And yet they're so successful with these tired shows, making me wonder who even watches them. Meanwhile, serialized shows, especially ones with a really engaging overarching plot and strong characters always struggle with the ratings. I just don't get it.

It's because those brainless cop shows are much easier for people to just drop in and start watching at any point. The serialized, more story-focused shows require viewers to have been watching since the start and may put them behind if they miss an episode or two. There's just far less commitment on the viewers' end with the former; plus, it's something they can also just turn their brain off and indulge in.
