They're used to craft badges, which allows you to level up your Steam account. Levels unlock friend slots and showcases for your Steam profile (such as rarest achievement, selected achievements, random shit like that). Basically bragging rights.

I sell them for quite a tidy sum because of regional pricing. I'm selling in USD but games are priced in MYR for me.
