I'm currently not working and receiving unemployment from the CARES act. I also want to get back into freelancing. The site I want to use holds your funds until you complete a W-9 form which I have not yet. If I'm able to complete projects and not fill out the W-9s until next month when the CARES act expires, and I'm off unemployment, is that okay? I'd be deferring the money until post-unemployment so I wouldn't be receiving it. Forgive me if that sounds confusing, unemployment confuses me a bit.

unemployment only counts money you made right now

This is wrong, at least in my state. Unemployment requires to report any wages earned, even if you havent actually been paid yet. Will they notice, though? Odds are no

Unemployment asks you whether you worked or not. Not if you made money. You realize most paychecks are biweekly, so just because you didn't get paid right away doesn't mean you didn't work that period and earned the money during that.

Apparently you can still collect unemployment as long as you make less money per week than you qualify for. That's what my boss told me at least.

Why?
It is technically illegal. Its up to you the risk of whether you think it would be caught retroactively or not.

Pretty sure when you file your weekly benefits they'll ask you if you performed any work for pay, not if you were paid. But that may vary from state to state

So, I'm not entirely sure how that paper trail would work out for you but if you were to be audited they could say your claims were fraudulent and make you pay them back with penalties and interest.

While unemployment fraud is probably rampant right now and hard to track I would just recommend being as honest as you possibly can when claiming to avoid trouble. I believe even if you are working again but have reduced hours and pay you can still get the $600 a week from the cares act.
