Consequence but you don't have to pick one or another. I'd wager good consequences are more likely to come from good intents than bad ones.

Oppenheimer and co intended to save America and advance science. The consequence was a hole in the earth the size of a country and over 200,000 civilians dead.

I still don't think they made the wrong decision (or more accurately, could have made any other), but there you go.
