Wiggum has always been satire of the ineptitude, stupidity, and carelessness of the police. Did you think the Simpsons was holding him up in high regard or something???? Btw here is a definition of satire just to remind people of what it is: the use of humor, irony, exaggeration, or ridicule to expose and criticize people's stupidity or vices, particularly in the context of contemporary politics and other topical issues. --- rip to all the animals killed in wildfires. ... Theres a clip going around I can't find right now of Wiggum pulling over Homer. Chief Wiggum breaks a taillight then writes him up a ticket for it.

I would say that Lou & CO are competent enough to point out Wiggums worst mistakes but still stupid enough to keep doing those mistakes.
