What exactly is the bill? Is it simply to make it a more severe crime due to the hate crime nature of the murder?

Like, I understand the emotional value of such a bill and that's enough as far as I'm concerned, but for people who [pretend to for racist reasons] only want bills with real world application, how would an "anti-lynching bill" differ from existing anti, er, murder and hate crime legislation?
