Does substantial racism against minorities still exist in America?

"Substantial" here is defined as enough to noticeably impact the lives of those experiencing it and affect their opportunities in life, from interpersonal experience, to housing and eductation, to interactions with the criminal justice system.

"Institutional racism" involves polices, practices, and procedures of institutions that have a disproportionately negative effect on racial minorities access to and quality of goods, services, and opportunities

Of course I have my thoughts on this that I'll share if this topic takes off, but I'd like to hear everyone's thoughts. I'd also like to hear if you disagree with any of these definitions.
