Yeah, either that or their budget. Cops can abuse and murder people, and who pays for the settlements? Tax payers. They don't get punished so they won't change their behavior.

Whatever they want. Crime numbers in already high crime cities that want no police would spike ridiculously. Previously closeted criminals will flourish, and innocents will pay dearly.

One bad move from a rookie and the whole fund disappears? well, no incentive to not be a jackass now.
