Chaos
The year is 2030... Law and order have been abolished. Cities burnt to the ground, reduced to nothing but rubble and ash. Society is in ruins... if there even still is a "society". After the semi-destruction of the world, not much of our most valuable technology or buildings remain. Cars, however, are as prominent as ever. Can't hardly go anywhere without seeing people speeding through towns, with no fear of getting arrested. People go missing all the time. Crimes committed daily. Are we free? As hell. But can we rebuild a better civilization? It'll be hard as hell, but we can try...

Order
The rebellion has been destroyed, and the leaders of the nation have formed the "capitol"... Everyone is under their control. Violate the many strict laws of the nation and you'll face the consequences... which can be devastating. Law enforcement is legally allowed to physically harm you for committing any crime... and if you're caught rebelling against the system, you and your family will be executed as a warning to others. On the flip side, technology is blooming. The future is now, even if it is a dystopia. Everything we ever dreamed of is possible. We are living in the future... at the expense of our freedom.

Chaos would be easier to fix tbh. People naturally fall into a societal structure.

I don't want to die, so I'm going with Order. If I had survival skills and was living on a farm in the boondocks, far far away from dystopia town, I'd say sure, burn it all down (just keep those animals away from me!).
