probably a large reason for most of the corruption with cops is that damn union. it protects anything cops do. and fights like hell to prevent any punishments from ever happening. every time a cop actually faces justice, it means behind the scenes was a massive amount of work down fighting that union tooth and nail

And of course, 'Hard on Crime' is a perennial winner when it comes to being voted back in.
