The villain was written in a way to discredit revolutionary thoughts and action. The CIA are portrayed positively and were involved in the making of the movie, despite the CIA having a history of actively working against black causes and destabilising black nations.

The CIA has done some bad things in the past, but in present day they are a force for good and serve the interests of the American people.

I thought it kinda did a racial role reversal.

Shine an African race as one with superior intellect and resources, and managing their own exclusivity, while demonstrating with all that power they're not out to leverage themselves against anyone. Just live in their own peace.

Black nationalism is about empowerment and libertarian of oppressed people

How is it a reach?

It's literally what happens.

And the CIA's history of covert operations against sovereign nations around the world is well documented and historical.

Plenty of movies involve literal army propaganda. Transformers is a popular one to criticize because it's so obvious once you look for it.
Here's a list of movies paid for and approved by the US Department of Defense: https://en.wikipedia.org/wiki/Military-entertainment_complex

I don't know about Black Hawk Down being in there. It's pretty critical of how poorly the military handled the raid, how strange and generally unhelpful the US involvement in Somalia was, and shows several of the troops using slurs referring to the Somalis. I mean it's not a complete take down of the situation like Platoon and Full Metal Jacket but it's certainly short of a full on propaganda film like John Wayne's movies were.

* King Kong (2005)

Actually, the military were the bad guys. They even cut a propaganda speech from an officer from the theatrical release. I believe it's on the extended version though. King Kong movies have a weird way of fetishizing anti-military sentiment; especially Skull Island and King Kong Lives.
