Besides, based on the political bickering in this country from the last few decades no age group gets to claim they don't act like children. And if adult age is going to be made 25 because "the brain isn't fully developed yet" then we need to make a cut off age for voting or holding public office by 55 because then is when cognitive decline starts happening in the brain. In fact after brain scans have been performed on people of various ages it was found out that humans reach their full cognitive function by the age of 13-15 and it stays exactly the same until it starts declining by the mid 50s.
