The Rise of Skywalker was just a total mess because it was trying to run damage control for things it didn't need to run damage control for, and then desperately tried to appeal to the people who were still hating The Last Jedi with hollow nostalgia grabs without realizing that many of those same people also complained about the nostalgia grabs seen in the Force Awakens.

Supposedly Disney really had their hands on a bunch of things and kind of ruined the movie, but J.J. Abrams also has a very poor history of actually sticking the landing, so I don't know if I can be that disappointed or not.

I'm going to say Rise even though I have never seen it. The underwhelming performance of the first two, was such a downward slide, that I do not wish to see what garbage heap Rise lands in.
