International Man of Mystery was a spoof on movies like In Like Flint, itself a spoof on James Bond. It had the perfect balance of wit and schlock. When you take a comedy seriously, you know it's good. The Spy Who Shagged Me was a yuck-yuckier version of that, but it still embraced its roots and had moments that I found more beautiful than the original (best) Austin Powers movie.
