I thought it was actually pretty clever in setting Kuvira up. For the first few episodes, she doesn't really do anything bad, she's just an asshole. They should have made her more diplomatic in the beginning of the season to really sell it, but I think it was a good way of showcasing how dictators come into power. All you see is her bringing stability, food, peace, and prosperity to the places she's visiting. It isn't until later that you see the ugly underside of what she's doing. And it's probably just because I knew it was coming, but there were hints to Korra and Asami's relationship before this episode. Season 2 was definitely the worst, but I do see a lot of hate on season 4 too.
