Phase 3: Restaurants at 50 percent capacity, gyms, gatherings of up to 15 people

Looks fine to me, although outdoor rec being higher on the list is a bit weird considering it's a bit easier to distance yourself provided it's not too crowded. I'd love to be able to do some hiking this year at the national parks. When you're actually out walking you pass people but it's never that busy.

Restaurants/theaters/casinos/etc are virtually impossible to implement social distancing unless they severely limit capacity and you can only sit in designated areas (spaced apart).

I don't know why any retail locations are closed. I guess for less incentive for people to leave their homes, but that just forces everyone to cram into Walmart or wherever during limited hours and that doesn't make sense to me either.
