Filling the skateparks with sand will not stop skateboarders from skating together if they were going to anyway. Yes, they will probably skating in more open areas on average but given that skateboarding is a social activity they aren't going to be any farther away from each other unless specifically enforced otherwise. In fact, having the skateparks open would probably make social distancing enforcement easier.

The only real way to "solve" this is to just ban skateboarding, which of course wouldn't work either. Instead you have skateparks filled with sand as symbols of failed government policy during this pandemic, which will only get worse if the country opens in the next few weeks like people are calling for.. In general America is especially ill-equipped to deal with a pandemic because of how individualistic American culture is.
