Yeah, people have been asking for a MG1&2 remake since at least MGS4. I think it could actually work really with without HK. They'd just have to be tasteful with it.
Expand the game world significantly, but take the mechanics more the MGS3 route than the MGSV route. There's no need to capture tanks or any of that crap, especially since (unbeknownst to Snake) they would just go right back where they are. Make it much more a stealth survival game that also has killer bosses. Obviously they should tweak a few things in 2 that were pretty silly (the owl, for example), too. They could go either way with CQC, since it's canon that Snake was trained in it but also refused to use it (and for argument's sake, maybe he didn't resolve not to until after 2). Make a new MG battle for MG1 and improve the one for MG2. One indoor a la MGS1, one outdoor a la TPP. Most importantly, they need to NOT TRY TO KOJIMA IT. If they try to do it Kojima-style, with crazy plot twists and hour long cutscenes, it's going to lose its identity completely. These are Kojima's simplest stories, and the basic story should be more or less the same. Sure, they'll need to expand dialog a bit, sure, cutscenes would be very much appreciated but keep it to characterization and retcon smoothing, and away from anime science and paradigm shifts. Also, allusions to other entries in the series can be cool but keep them vague, even if it's for games that come before in the timeline. Why? Because Snake is supposed to not know. It's canon that the details of Operation Snake Eater didn't go public until the time between MGS2 and MGS4. Also because we don't want to disturb the flow of the overall story. There's a rumor that Konami has licensed Silent Hill to Sony's Japan Studio so I don't think it's that much of a stretch for it to happen. Especially with Capcom getting the big bucks from it.
