Authoritarian blindness? In the case of China, observers don't want to report bad news to their superiors who answer to higher authorities. Everyone does it to avoid punishment. This fear actually resulted in a terrible famine during Mao Zedong's tenure. Not saying this is definitely what happened in the US, just some 12:18 am thoughts.

We knew about 9/11 beforehand.
We had hints about Benghazi beforehand (also on 9/11). We had information, but did not act. If anything, Coronavirus is different in that we had a plan, knew about it beforehand, but acted against our own interests.
