Hoover got unfair blame for Coolidge's shitty administration. Ineffective, but he still did more to address the financial panic than any previous president in history had done in their panics.

Truman was arguably the first pro civil rights president that actually acted on it, prioritized civililian control of the military during a time of continued military growth, oversaw a successful transition to a peacetime economy, and was a primary guarantor of European democracy at the advent of the Cold War.

Hoover was a mediocre at worst president and Truman is widely considered one of the exceptional presidents.

Johnson, Jackson, Buchanan, Hoover, Reagan, Bush Jr. You could also put Nixon up there for extending the Vietnam war. Depending on how the rest of this virus response plays out with him in office he might move up the list of worst considerably.

So any wartime action is a genocide, especially during the bloodiest conflict in human history?

Nope. Genocide is the deliberate action intended to eradicate an ethnic, national, or religious group. Bombing a city is not an act of genocide, and it's always worth reminding that traditional firebombing campaigns killed far more people than the nukings.

The atomic bombing of Hiroshima and Nagasaki were assuredly tragic, but they were essentially "just" an escalation of the accepted tactics of the day from hundreds of bombers dropping thousands of bombs to one bomber dropping a single bomb.

it was deliberate, by no means an accident

i'd go so far as to say that allied acts of genocide during ww2 were not limited to the nukes, though they were the most noteworthy atrocities of truman's tenure (well, that and atrocities during the korean war)
