I got offered 11.5 with 13 and some change fixed by using credible. Is that terrible? I'm terrible with money but since I don't make nearly as much as I used to I'm trying to become responsible

I'm paying like $200 a month in interest so a lot. I had a credit card get way out of control during a bad period in life.

Is your credit terrible? Because there are credit cards with 0% APR for like a year and a half and some even charge $0 for balance transfers. Why not use those?
I'm usually a low 700
