Honestly those infectious disease doctors who specialize in epidemiology are the true experts. Other doctors may know how to treat and may have some decent understanding on how it spreads, and we all have seen plenty of flu and common cold to have a better understanding of this than the common person. But the exact science of how to stop this on a macro level, thats where epidemiologists come in.
