learning to draw isn't about learning someone else's style. If you are trying to do that, you are completely missing the point of creating art.

You see these more often in books dedicated to fundamentals. If you're looking at Manga For Beginners, you're already too far removed. But yes, drills and warmups don't get discussed often enough.

They always have too few steps

Step 1: draw a circle
Step 2: draw another circle
Step 3: draw everything else and now you have the Mona Lisa.

Why buy the book at all if I'm on my own for 90% of the drawing?

You have literally the entire world around you to practice on.

Want to practice shading? You have lights.
Want to practice figure drawing? Sit in Starbuck like a creep and draw soccer moms with ridiculously huge jugs.

You actually don't have to buy anything to practice. Unless you mean learning techniques, in which case Google, or an art class at your community college should cover most of that and offer a structured environment and slightly more monetary incentive to actually git gud than some overpriced rag.
