They turned him into a really likable cartoon character in BotW. Not only are some of his "dialogue" choices hilarious, but his animations do more for his overall characterization than monologues or some convoluted backstory would. Just little things like getting really excited when cooking tasty food, shivering when it's cold, holding his foot in pain when he kicks open a treasure chest without shoes on - it's all super endearing. My gf doesn't know anything about Zelda or video games and really liked BotW Link.

I'd argue WW and SS Links to also have personalities, but BotW is definitely a step above those.
