I still remember how to read most katakana and hiragana but if I need to write it on a blank piece of paper I usually cant remember. But if I see it already written I know what sound it makes usually. I wonder why that is

That's true for a lot of Japanese people.

I think that is normal. You have to write it more often, then your brain will see it as important.

since knowing those words means higher literacy it's best to know them.

I'm learning right now, and do the exact same thing. I can identify and read all the kana and several kanji, but if I have to write it out - especially kanji - I can't regurgitate it into writing.
