Yeah, it costs way to much to import water, and remember, water is currency there, you don't get baths/showers, and everyone is thirsty all the time unless they are wealthy, even moisture farmers.

It's a tough life, maintaining your moisture reclaimers and robots eats up your profit, and the market is unstable, one good rain gives everyone free water and wipes you out.

I kinda wonder what life the Lars and Luke had. They weren't exactly global level rich water barons but seemed to still live comfortably compared to other Tatooine denizens. When Rey looked at the older scavenger, I'd admit it would be depressing to imagine spending the next several years barely surviving and having to scavenge almost everyday.
