Use the Arkham combat end engine, only hits have way more impact. Then put it in a world built on the Red Faction engine, so you can legitimately level a city if you're not careful. Then make it so that you can lose by causing too much destruction.

Just nerf him and as the game progresses you unlock more of his abilities and/or stronger versions of what he has AND his enemies would be formidable. Playing a Superman game where you fight regular human thugs would be weird.
Did you guys ever play Darksiders 1 or Prototype 1? How you start the first mission off decked out to the max but then when the game actually starts you have to progress to get back to that level? It would be something similar to that but at the same time not extreme, like Supes wouldn't be struggling to fight a regular dude or get harmed by a handgun. ... Copied to Clipboard!

Then make it so that you can lose by causing too much destruction.it's been a while since I played it but I think this happens in a ps2 game called Robot Alchemic Drive. you control a robot and defend a city against other robots or aliens. and if you let too much of the city get destroyed I think there is a penalty ... I feel like if youre going to nerf Superman to make weak enemies a challenge, youre stripping away the appeal of the character. Maybe have some missions like the Daily Bugle hostage mission in Spider-Man PS1, where the bad guys are piss easy, but you need to utilize your powers to minimize casualties. --- It ok Hameru. A mixture of #2 and #3.
For the everyday bad guy, #3. You're invincible, but you're still liable to Game Overs if you don't do things in a timely manner. The Metropolis health bar thing sounds like a great idea, which heals between missions and gets health bonuses if you accomplish side objectives, but gets further depleted if you cause too much collateral damage while doing your mission. However, occasionally you get bigger, more powerful villains(including the eventual final boss) that are legitimately threatening to Supes. Then it turns into #2 and Supes must actually pay attention to his health, energy, etc. or he gets a Game Over by being outright defeated. Elements of #3 could be interspersed here, where you have to beat the villain's mooks fast or delay the villain through various actions to keep him from accomplishing his scheme. --- Link meets Fire Emblem in CYOA: Tales of Elibe! Dunno if it has to be all that complicated to make a game even if Superman is ridiculously powerful. Injustice managed to make it possible. To a lesser extent so do the God of War games. Just make it God of War but you can fly.

i always thought superman's "weakness" was having to do everything all at once. like save the moon while also saving europe from a bomb while fighting multiple things along the way

1- Start off as younger farmdude clark kent. complete a training portion of the game as said farmdude so you can learn some of his basic powers and get a grasp on the game.
2- Have him move to Metropolis to begin the real game. Take on common enemies and missions (in an open world metropolis) to further develop skills. 3- start taking on bigger mobs and supervillains to unlock even more superpowers, unlock hidden abilities, possibly even unite the justice league who can assist you 4- begin taking down missions related to comics and story arcs alongside other justice league members or go it alone, your choice. this will be a larger portion of the game with the most skills to unlock and upgrade. 5- the big bad(s), who have made their presence known throughout the game finally arrive and start to lay havoc and chaos. (doomsday, darkseid, Brainiac, whatever the hell black lex luthors come up with. This will be the endgame, with secret unlockables and achievements obtainable with optional side missions, and bosses. I agree with the one poster who said that if you nerf Superman, then wtf is even the point of making it a Superman game. This should be a game where you feel OP, every strike has a ton of weight behind it. Speed would be something that would take a bit to even get used to. Pull no punches... or perhaps that is the point. You have to learn to control yourself to be Superman. I like Guerrilla's thought process. Make it a game that just throws stuff at you, do this, do that, do everything! Make it feel like MM where your feel like you are on a time crunch with everything. Shoot, go one step further, and just rip off MM, and if you fail to do what you need to do, Superman 1 it, and fly around the Earth to go back in time.

Use a timer mechanic similar to Dead Rising, but don't mark which missions are main missions. Make your choices of which tasks to take on impact the story.
