And no saiyan was powerful enough to go super saiyan. King Vegeta and Bardock were only at 10,000 or so. Remember there hadn't been a Super Saiyan for millenia. Eventually Bulma grants everyone else's (except Goku's) wishes with the power of money and tries to get her own (a material to fix her time machine) wish granted, but Goku then goes and gets the material himself.
