If they have to institute a draft then America has already lost the war effort and they're just throwing what's left at the enemy. A draft isn't something they can just say "ok, we're doing this guys! Who's first?" It has to go through the usual channels in Washington. It was poorly received back then and the government has learned since then. Totally. I did my selective service when I turned 18 and even with the war on terror it hasn't even been a worry in my mind. It's been 18 years and no draft yet.
