Hopefully its just a bluff and he is purposely using the past few days to support his willingness to follow through but actually has no intention of doing so.

Generally people have to follow through with acts at some point or threats don't really work. He just acted in a way that shocked everyone including the Iranians. However, this assumes that Trump and his admin know what they are doing which, though possible, seems unlikely at this point.

This. He probably got a briefing about potential American responses to an Iranian move and was told that we have 52 targets that will inflict the most damaging immediate impact. He turned that into the rambling mess where he just writes random adjectives and pukes out a tweet.

It's also a threat not an admission. Threatening the use of force isn't new, isn't a war crime, and can be a very powerful tool.
