Ok, ya bunch of crazies. Allow me to clear it up...

Liquid water is wet...it has to be. In order to be considered "liquid" it must be in association with other water molecules..hydrogen bonding and all that shit. So liquid water? Definitely wet.

"Can water be dry?" Yes...yes it can.
The definition seems to suggest that in order for something to be "wet"..it must be covered in liquid. Definitions aren't really prescriptive but if you think about it, that's what we mean when we say that something is wet. If it's covered in ice, we call it "icy"..not "wet."
So solid water is mostly dry. The caveat here is that a given chunk of ice is often wet if it is at a temperature such that the outer ice is melting into liquid water. The inner water molecules tho? They're surrounded by solid water...they're dry.

Gaseous water is also technically dry. The water molecules are no longer in association with other water, so are no longer "covered or saturated" with it.

Edit: In order to answer your question as asked, you need to specify the phase of the water you're talking about.
