Obviously, it would be near impossible for someone to attempt a driving test that many times in their lifetime, but even if you take cartoon logic into consideration I think it might be safe to assume that the writers used this number to, not just express the amount of times he's been taking the test, but to also imply that he's been trying to get his license for a long time. Because of this, I'd have to guess that he's at the very least mid-twenties, assuming he has been trying to get his license since he was 16ish. --- Yes, it is against the terms of service.
