For critics, each review is tied to a real person so they would have to pay off each one.
For a website's listed user score, all they have to do is pay that one website to control which reviews get posted.
Yelp does this all the time for example.

I indulge in the "Disney is buying user reviews!" conspiracy, only because I think it's fucking hilarious that that's the narrative after "Disney is buying critic reviews!"

I don't actually believe that it's the case, the extent of my enjoyment of that meme is that internet nerds will believe in anything as long as it suits their stupid self-absorbed narrative.

I will say that even with its incredibly choppy pacing, I liked Rise of Skywalker more than TLJ - and I actually like to talk about TLJ critically instead of trashing it completely for Canto Bight and Luke Skywalker. The second half of RoS is still popcorn-munching fluff, but the pacing chills out ever-so-slightly after a point and I found it to be a more entertaining movie after TLJ's slow-ass pacing, redundant story and stale humor. It's not a very good movie - TFA stands as the best movie of the sequel trilogy - but I can respect RoS more than I respect the abysmal pacing of Last Jedi.

First half is extremely ass, and if the whole movie was a shitty rush-job like the first half of the movie, I might have considered it to be worse than TLJ. But the movie balances out the pace to the point that it becomes watchable, and the dumb action hype of the movie is enough to get it through.

I think RT is just a really shitty website.

I don't know why people give it so much attention when it's consistently had goofy shit going on around movies. Like, okay, TRoS is low on every metric except for Rotten Tomatoes? Who cares? Pay attention to the ones you trust then?

And all of that out of the way, of course users would rate TROS higher than TLJ. The Last Jedi is a hack critics wet dream, while TRoS is a fanservice loving fanboys wet dream. I'm not convinced that normal people would give enough of a shit to take the time to rate a movie on Rotten Tomatoes tbqh.

Because that percentage is just how many people gave the movie a rating of 7 or above. As long as it's above that, it's not going to change much.

Whereas, other aggregates are the average of each score from 1-10. So it will vary more.

Nah. It's fuckin haruspicy. There was a big blow up a few years ago where the same author rated Justice League and some other movie, Avengers 2 I think, both 3/5. RT counted his Justice league review as rotten and his marvel review as fresh.

Reason is if you don't explicitly say rotten / fresh or some other similar metric then someone reads the review and arbitrarily assigns a rating.

This only affects reviews that are mixed in nature.
