Iron Man actually had a great, nuanced stance in Civil War. He hated the registration act, but he recognized what was coming and wanted to join it to prevent it from becoming the US vs Superheroes.

Buuuuut all that is undermined when he does shit like hiring supervillains to track down rogue heroes, who he then imprisons indefinitely in the negative zone...
