Jimmy is treated like a normal human with flaws and stuff as well as being a funny and charming personality

I don't think Timmy is nearly as regressive as you might think on the surface. There are legitimately handicapped people with that level of disability and the show consistently treats Timmy with respect and all the other kids are friends with him and work around his disabilities.

And yes, him only being able to say his name is a bit silly, but they've also put him in legitimate storylines and given him hobbies and likes and dislikes and all of that comes through without him having to actually say anything. Plus outside of maybe his first appearance, his disability is never used as the butt of a joke.

Dude it's because you're missing the entire point of Timmy.
He's meant to be disabled to the point you think he'd need 24/7 caring but he's both perfectly fine and treated as perfectly fine outside of only being able to say his name.
