Like, the parents always dress Frank in green and Joe in red so they can tell them apart until they learn their own names but then one day they both have blowouts at once and mommy strips them both down in a panic and ends up mixing them up or something. So she just takes a guess and Joe ends up in green and Frank in red.

No because baby footprints exist.
I guess maybe if it was a home birth or something. It is said that moms know, but Im a mom, and I am terrible at identifying people, including my own kids when they were infants.
