I'm no expert, but my favorite comment on it is that it's not so much a rule as an observation. A story that makes sense is obviously going to establish stuff before using it (Act 1), and obviously going to escalate a conflict (Act 2) before resolving it (Act 3).

Nah, there really is storytelling theory behind it, including different shapes of character arcs, different types of progression, all kinds of things. There's a reason why the rule of 3 works the way it does, I just don't have enough information to explain it.

No, that's the wrong conclusion to draw. It's an oversimplification which is necessary for the model to be general enough, and even stories that fit it (theoretically all of them) still can have very different structures.
